23 mph top speed?! please help

i'm somewhat new to nissans, but i'm looking to buy an 89 240sx and they guy said it jumped time and now will only go something like 23 mph. is this possible or is the guy full of crap? being a 5 speed, i don't see how the top speed could be limited like that. i can most likely pick this car up for dirt cheap, but i want to know exactly what i'm getting into before i buy it. before anyone suggests doing a swap, i can't afford it right now. if anyone has any advice i'd greatly appreciate it. thanks.

not sure exactly, just going by what the guy told me. sounds stupid, i know, so i'm going to have to have to look at it myself and see what's going on. just wondering if anyone had any ideas of what to check.

Jumped time? I agree with Randy, just test drive it yourself. Best way to know how a car is running.

if the lower timing chain jumped time it could have a problem with eccelaration. I had this problem before and it was my lower timing chain had jumped time

drive it and see if it take all gears smoothly as its suppossed to. could it be the cluster?. if actually feels like 23mph and the needle stops at 23 it might be what deleon said. ask him how long its been doing it for. if its been for a long time check to see if when it goes up to 23mph if the rpms stay high, if it does dont buy it. the engine could be blasted.
