Help down on power, dyno included...

Help down on power, dyno included...
I tried to follow the 200CHP guides here and other places and I am only pulling 119RWHP on a Mustang Dyno. I see BigVinnie had a tune and pulled 160ish. Is the tune what's keeping me down?
O2's, wires, plugs, rotor, cap, fuel filter are new.
Compression is 175 across the board.
248 / 232 cam setup at +2.5 adv on the intake.
OBX header, 3" catco, 80mm 5zigen proracer exhaust, Injen CAI.
What's odd is the drop from 2500 to about 3300 rpms...
Any ideas?
