Clearence issues

Alright,

My neighborhood was fine with a f'd up curb but now they decide to pave the road so my front driveway looks like

(ignore the I's cus otherwise it wouldn't look right) but a little more curved and its about 2-4 inches tall so you go down then back up. I'm planning on buying an S13 to converte(front only) to S15 and it comes wuith a pretty low bumper and I've been worried about screwing up the fron fender....Can somebody with a low kit measure the clearence on your front bumper? If you guys have any other ideas them bring it out plz!

like $40, but the city might have some issues with you pouring concrete onto the street if you infringe off your property.
