I pull E-Brake/they lock up/i let go/Brakes are still really tight?
 
I pull the e-brake to test it out because i was ajusting it and it took a bit to lock em up but then i released and then i can barely move. i have to restart the car to get it normal. the e brake cant be too tight or it wont even lock them up.:help:

Does this happen when you apply the brakes normally? You could have have one of several issues.

Faulty or sticky rear caliper(s)
Sticky ebrake cable
To tight - could have crappy pads or a bad caliper as well to explain why no lock
