cleaning rotors?
hmm the rust will come off when u brake lol other then that it dosnt matter cause even if u get the rest off it will come back your better off buying new rotors that have been zink coated.
you can take them to a shop/garage that does brakes and get them "resurfaced" othwise if its light surface rust, it will just be scrapped away when you brake like Battosai said.
If they are really bad, u are better off replacing them. OEMs are as little as $34/e

and jon, resurfacing em is what the machining does..they look like new and you can def feel a diff.
