have u looked over all the wiring starting from the bkrake pedal itself??? im betting there is a short to ground some where

also check over the wiring for the lights too the problem could be in there too

actually start backwards - start from the bulbs, and work your way back - older S13s somehow get shorts or wire corrossion in the back panel. chances are your problem is back there, before the main harness

its not the light bulbs, nor the wires.

the brake light is on because you might have LOW BRAKE FLUID.
yeah. thats a big issue. i am pretty sure, its that.

i had the same thing. the break light turned on one day. it took me like 2 days to check every single buld and wire.

and at the end, i accidently noticed i had low brake fluid. i added some. and it fixed the problem.

so as soon as you read this, go to your car, pop the hood and look at the brake fluid level. IF its somewhere around "minimum" go to PepBoys, or NAPA, and buy one bottle of brake fluid, and add some so the level is at maximum.

Make sure you buy the right brake fluid. (it shoud say what kind you need on the cap of the brake fluid container under the hood. i think its DOT3. but i am not sure so doublecheck)

peace.

check if your bulbs are put in correctly..

make sure your pedal is actually not stuck on something like a floormat...if the pedal cant fully return to the position then obviously the light will stay on.

from what i understood...his actual brake lights on the back of the car are staying on. not the brake warning light on the dash.

if his brake pedal was pushed down, i think it'd be hard to drive.

it only has to be pushed down about half an inch to make the lights turn on....alot of brakes dont even effect velocity when they are only pushed enough to trip the switch
