Actually, radar absorbent coatings (which I presume is what we're talking about here) are available commercially. Ever seen one of those crisper trays for frozen food that's supposed to get cooked in the microwave? That's actually RAM (radio/radar absorbent material) that captures the microwave RF energy in the oven and converts it to heat to brown whatever's sitting on it.

Here's a good article on the general technology...

Paint

The military uses a special paint called CARC. It is supposed to be resistant in a NBC environment (Nuclear,Biological and Chemical). I was in the Marines for 24 years and have personally used it. All you have to do is prep the body (remove any wax, grease, oil, etc) you can buy this stuff anyware Autozone, pep boys, etc. If you are going to paint the car primer black, I would use nothing more than a 400 grit wet or dry paper. Anything finer the primer will be proned to chipping and flaking. I like to use a 280 or 320 grit and by wet sanding. Wet sanding helps also to remove dirt and grime while using water to flush it away. A spary can will work but a primer gun will work better. It will be move uniform and not proned to runs and mis-matching of the primer. 1000 grit is used in color sanding. The primer has to have something to hold onto. You just want to sand the body well, but don't over-do it. Just make sure all areas are scratched up. You will be able to see your work once the panels dry. Good luck.

The S13 looks cool, but the camo boat hitched on the back looks kind of....yeah....:dunno:

240sx and towing hitch should never be together in the same sentance (except for that one).

Go with satin black. Its not gloss, but it doesnt have that "ive still got OEM paint and have never waxed my car so the clearcoat rotted away and now its all oxidized and ugly as your wife" look to it.
