I have a 96 se as well (about a month and a half ago). How much did you get it for? How many miles on it? auto or 5 spd?
For cheaper starter mods, theres always the intake and exhaust. For me, I decided not to spend the 150 or so on an Injen intake so I just removed the stock airbox and filter and bought a K&N cone filter and and MAF adapter and stuck it on the stock pipe.
Theres a lot of options for the exhaust, I havent put one on yet, but I plan to. A cat-back exhaust can run you anywhere from 350-700 dollars. Other members here could probably help you with that.
For handling you could get a front strut bar (about 120 dollars depending on what kind you get) and new springs. I plan to get a strut bar within the next couple months.
Other things you could do are change your spark plugs and wires. Use NGK or Bosch. They don't give you much in terms of performance though.
Those are some relatively "inexpensive" mods you could do. I learned in the past few months that there isnt really anything "cheap" in the car world and that you get what you pay for. One thing a lot of people like to do is build their own cold air intake with stuff you get from the hardware store. It'll save you a lot of money. It's an option if you like to do stuff yourself.
