Ok there are 2 ways to do it:

"Real" way:

You buy a fender roller ($150-200) or rent one or fine one somehow.....it bolts onto your hub (take your wheel off first, obviously) using your lug nuts....then, it has an arm, with a "roller" on it, that you push and pull back and forth, and it flattens the lip inside the fender.....you do it a little at a time....the angle of the roller and arm are both adjustable, so you can steadily flatten the lip....also can use a heat gun to heat up the paint so it doesn't crack....

"Bootleg" way (but most people do it):

Wedge a baseball bat between the tire and inside lip and pull on it as you roll it around....OR....you can use a the bat or a hammer or something, take off the wheel, and just smack the crap out of it
