Today I have disgraced the 240 name...
I was beat by a Civic. Yes, a ****ing Civic!
And I believe it was NA (my car is NA too, but still).
I don't know how this happened.
1. I normally shift at about 4.5 to 5k, but today I took it up to about 7k at each gear except for first. Ultimately, does this cause me to produce less overall power? Meaning when it hits a certain point does it just start to decrease?
2. Approximately how much can I get an inexpensive but decent turbo kit for? Doesn't have to be anything huge... just a nice push.

7k is waaaay too late to be shifting in a KA. It's power starts to drop past 4k so shifting at 5-6k is best IMO. Once tou get too high the KA starts to haev beathing problems. Just shift earlier and you should be fine. Just keep it in the best part of the powerband. BTW, next time you face that Civic, take him to the closest Touge and you'll own him hand down.
Basicallyit's when you reporgram your ECU to handle different settings and such. Usually mods will move your powerband to you right and in order to make the best out of those mods, the ECU can be remapped and the engine will respond differently to the changes done to it.
not too badly. maybe one car length. he kinda snuck off the line a little early too. i'd challenge him again in a second but i don't know the guy... just randomly pulled up on him at a light and started revving... but if i see him again, it's on. i've been cruising the same strip at around the same time at night hoping to see the little ricey bastard.

would it be beneficial to remap the ecu if my internals are all stock? my mods include full 2.5" exhaust including headers and hi-flow cat, and an injen intake. i don't have aftermarket cams or any internal mods whatsoever.
also, right now i don't have the cash for a swap or turbo (sr coming next june i hope). what is the next step down? in the mean time what can i do to get a nice power gain that won't put too much strain on my wallet?

Uh, not really. Not worth the money involved. Remapping is usually done for the hardcore mods and such. However, I say get youyr suspension worked and prob an LSD would be good to put power down to the wheels but that would put a nice hole in your wallet.
