38MM Tial Wastegate problems

So can anyone tell me specifically where to route the vaccuum lines to the wastegate? Its brand new but it stays open at all times so Im hoping that its just a vaccuum problem and not a faulty wastegate.I have the nipple on the turbo connected to the side port and t'ed to the one on top.

Let me clarify, I have a vacuum line going from the turbo down to the side vacuum nipple on the wastegate, I also T'ed that line and ran one to the nipple on the very top of the wastegate. Is this the proper way? My wastegate is staying open at all times. Thanks for any help I can get.

its not a vacuum line (vac source ) that you route.. you should be sending a boost signal from your turbo/intercooler/piping to the wastegate.
