climate control electrical

Every since an electrical fire i have gotten several new climate controls units and only one blower motor. the only way it will work is when i have it set to speed 4 nothing other air speed will work. Any ideas?

quick q while on the subject, can u replace the mechanical control with the digital easily in the s13's? or is it a difficult / near impossible mod?
