EGI PUMP fuse ticking/buzzing....why?

EGI PUMP fuse ticking/buzzing....why?
Fuel pump doesn't turn on and instead EGI PUMP fuse makes about a 4 second buzzing sound. Fuse seems ok because I checked continuity...


any suggestions?
