new 240sx

Ok ladies and gentlemen, i have finally found a 240sx in my area. im planing on buyin it but i wanted to hear your opion. this will be my 4th 240sx but my first dual cam. now the problem is they took off the head and rebuilt it. they put it all back together and now it wont start, its been sitting for a little over a year. the engine has the upper timing chain removed (first the cams dont look like there in the right position) but it dosent look like they took the lower chain off cause the bolts dont look like theyve been touched. he wants $400 which includes a tow to my house. hows this sound? any tricks on fixing the timing problem? thanks
