The thing is, these officers are trained on race tracks and know how to drive FAST. You definately do not want these guys on your tail.

I believe they are wire deflectors, you know thin piano wires tightly suspended to chop off the heads of someone driving fast? Also deflects other obects from windshield, you never know what those "joy riders" throw at you.
