Is it possible for a car not to run if it has too much oil in it?

No. It will run, but the excess will eventually make its way through the intake system and cause premature carbon buildup on valves and other critical engine components.

the question is kind of vague so i'll just say yes, if the oil is getting into the cylenders and fouling the plugs.

ill go with yes, if you flood the crankcase to the extreme (or "X-TREME")

but a little over capacity (3.75 qts), i wouldnt worry about it
