That's exactly what is is, edit the video to sync the FPS to the prop speed and voila, the impellers aren't moving.
And just as an FYI to everyone. Helicopters don't vary their lift by increasing or decreasing the rotational speed of the main rotor head. They do it by changing the pitch of the blades via the swashplate actuator. So to find the right FPS speed to do this is actually pretty simple since it's constant.

I don't think that is a Russian Hind either, I think it is Macedonian. The flag on the back looks like its red and yellow, and the roundel looks like its a red and yellow triangle as well, which is the Macedonian Roundel. Could be wrong but thats my take on it, and if it is a Macedonian Hind I have seen it before and it is indeed real, unlike what some of the people that commented on it believe. It is just the camera as several have said here.
