i lowered my 91' coupe with eibach sportlines for the front i used eccentric bolts ($25), i did nothing in the rear, took it to an alignment shop and he adjusted the front and said the rear was fine. i took a look at the align specs and he was right, saved me from buying these:

17x7 w/215/40/17..........had it since labor day weekend 2003.....i'm not sure what the drop is for the sportlines, but i think it's pretty low.....i have rotated the wheels front to back 4 times since that, but i haven't had to have the alignment redone.

tires: hankook ventus HRII's

That part you listed is the same design as the C-Tune or TCS arms. I have C-Tune rear arms on my car and they hold up fine.

As for wearing your tires, alignments are necessary after lowering a car for this very reason.

Also, you might want to get your toe angles checked - excessive toe eats tires more than camber does, and that pic looks like a possible toe problem

I suggest getting some PDM tension rod inserts (since you're on a budget) - cheaper than a new OEM tension rod, cheaper than a full-blown pillowball tension rod, and your steering response picks up really good compared to stock (personal experience)

The PDM bushings + OEM tension rods are compliant enough to absorb some bumps without breaking, but they still give a quicker steering response than stock. You can really feel the difference compared to the OEM slush.
