im pretty sure thats not a hole in the red one. almost posative that its a black bar covering up a liscence plate. (it's too solid black to be a hole)

it is a holder for the european style license plates, if you look carefully at the edge it is raised. I do not doubt that there are some that have holes like that but that one is definately a license plate holder.
