VIniie... i think the t25 maxes out lower than the t28... closer to 14-15psi

First question you stated that you wanted to make atleast 350BHP, so a T28 will do you just fine. The second question confused me when you stated that you wanted 20~25PSI (since making that much can make you atleast 480BHP or more dpending on trim and turbo.
Well after doing some research let me answer both questions as best as possible. The GT28 (garret) is offered in 3 trim sizes. I left the link at the bottom of the page.
A t28 can produce upto 440hp which is more than enough power that you wanted. I don't think you will generally need 20~25PSI.

I'm going to look into that, but I believe they are the same since both (t25/t28 use the same housing). Spool time of the t25 is much more effecient on smaller displacement engines, doesn't mean it wont make the same PSI, and like you said it will be hotter when compressing that much air.
