Hmm, substitution VIN sounds like a Green slip to me. Legalization has to be done by the RI....they can't actually sell a car unless it has a complete legalization done and the RI has to register the car before selling it. This is why many RI's import Skylines but will not sell them in the US, instead, the export them to places like Australia or the Bahamas, Puerto Rico etc... where they can be sold. The Skyline bumpers pass the crash test safety standards.
