Broken adjustment on headlights????

1995 240sx SE. Im trying to aim my headlights higher due to my clear lenses. i adjust the left one up and down but when i do the other it dosent move, seems a lot looser than the left one. is there a way i can fix that or am i just out of luck? same with my fog lights they dont move.

there should be two height adjusters, one up top and one below. you might have turned that one side all the way... so try turning the adjuster below it

well what i did is took out the headlight, took off the long screw and turned the plastic threads myself. the threads on the screw were broken so when i turned it the screw would only move, not the whole wheel.
