Not really much you can do to prevent rust besides keeping all bare metal painted and rinsing your car off after you drive on salted roads. There's a few things you can do to take care of the rust. For the hole, sand all the rust down to bare metal with a dremel tool or something and weld or rivet a piece of sheet metal to fill the hole, then paint. For rust on the under body and stuff just remove as much rust as possible and paint it with some POR-15 (Paint Over Rust) it has a chemical in it to (supposedly) stop rust and the finish is really durable.
I've got some rust in the same spot on one of my cars, damn leaky trunk. Anyways, unfortunately I don't think POR-15 is available at autozone. I just ordered mine off their website (www.por15.com ) you could use rustoleum or any paint that'll bond to metal, just be sure to get ALL the rust off before you repaint. I like por15 alot because it won't ever chip or crack which is good for under carriage and other places that see major abuse.
wow i sound like a door to door salesman, only downside to this stuff is it's a bit pricey.
you should be ok just sanding really good, filling with bondo and using regular spray paint since that area wont get thrashed by gravel and salt chunks.
I've dealt with rust way to many times, New England sucks for cars.

yeh it does cost a pretty penny... I do sum body work around where i live at but i never really had to do under carriage rust jobs so this is kinda new. i juss applied the same thinking as if it was a fender for example, id sand really good, bondo, paint. I saw it a lil while ago but its dark out so ill take another look 2moro and maybe sum pics. Ill let you guys know how it turns out. tahnx for the help
