i'd say before you do anything take a wire brush to it and see how bad the damage really is, might be plenty of good steal under the rust, if so i dont imagine it would be to hard to "patch" the area
oh yeah i do weld(not a ALLOT) but i have been told by a pro that im damn good for.. well not being a pro, i dont think it would be to difficult to patch on a decent chunk of steal(a bit less than a quarter inch..) and as long as you have a nice and good thick bead through the patch you should be good to go, it definately wont be weaker
