Pivot headlight controller problems

I have a 92 20sx with the pivot headlight controller that lets me control the healights and make them pop-up at any percentage. I am having a problem because everytime i use my lights, they dont go down until the next morning. Ive changed the fuses, and relays for the headlights and i doubt its the motor because the lights go up and down at any time besides when the lights are on. I was wondering if theres a timer box for the headlights or something that prevents it from going down when the lights are on. If so, is there any way to bypass it?
