Now from my understanding if i'm rolling down a street say 25mph and I pull my e brake as hard as I can that should lock the back wheels?
Now on my 89 240sx it simply slows the car as a weak brake, the only situation where I can slighty lock the rear wheels is when the weight is distributed toward the front of the car.
My question is, is there a way to tighten the e brake or will hte pads have to be replaced?

Ok, I tightened that nut like a ****. The brake is tight as hell now, but still no lockage. Just hard as hell to pull and just a bit more stopage. I have new rear rotors and pads...how do I get it to lock up? I've only been trying straight, does it only lock when you pull it into a turn, or should it also lock it in a straight line? Thanks.
Its a brake not a lock, so my understanding was only in a turn.
I didn't want it to lock on straight aways just in corners and way, so tighting helped my situation (no serious test drive YET)

Is ur car an auto, I notice that in mine when I have it in drive and I yank up on the e-brake I get almost nothing, then when I do the same thing in neutral it locks those suckers up quick. Just something to think about.
