Best gains for first mod

Well,, I just got my 240 and was wondering if I should do intake or exhasut as my first mod. Pound for pund which puts out the best HP?

i think intake gives out the more HP then a exhaust..

i would go intake first............then exhaust, then header, etc.....

or if your really serious about it could you not build the motor from the inside out so the bolt-on's are more effective?
you starting with pistons, cam(s) ect....
