i think the logic behind the top speed issue is that the gearing is capable of reaching those speeds
i know in the JTCC there are two classes
GT300
GT500
based on hp and weight...
we have all kinds of tiny rules and regulations that are a litle too much for everybody to comprehend.
the Japanese have the right idea with theire JTCC
oh...and the new NSX was posed to have like 400hp.....blowing the nice gentlemens agreement out of the water...besides, the new subaru legacey is gona be a 300hp monster too. they just didnt want to have an openly known HP war amongst eachother

The 240's gearing will get you to 165mph at redlinel in 5th gear on an S13 KA. Unfortunately, the physics beats the math on this one and the car's top end is drag limited to ~135... with a lot of room needed to get up to that number.

To get it to 150 mph, all you need is about 220 RWHP and a lot of road. I know my RB would have no problem going 150 after I get that speed governor taken away.....but then again I had 308 RWHP and now I am going a lot more.
