You can, but it's a hassle. You will have to pay quite a bit of money to get it registered... and it's definitely NOT worth it.
And about finding a clean 240sx, don't look local. Look anywhere within 5 hours of you and drive to pick it up. Before you go though, ask for lots of pictures and every detail about the car. If anything, buy a one way ticket to the destination and drive it back. A lot of those northern cars have rust issues, so try to find something more south.
To be honest try to find a newer car, forget about a 240sx and try to get yourself a 350z or G35, both are cheap nowadays. These cars are starting to get a large following which is allowing more companies to make parts (competition=lower prices). 240's need lots of work and constant maintenance, forget the headache and build yourself a nice 350z.

I'd love a 350Z, but I'm a much bigger S-chassis fan.
What kind of hassles are involved to get the Silvia here?
I life in Michigan, so I'm not sure if Emissions testing will be required, but They don't do testing here.
I know the Z is a faster, more powerful and modern car, but I just like the S13 so much more.

After much research, I've learned that it's too much hassle to import the car, and after it's here, it's more hassle to get it registered.....I know, someone already said that.
Knowing that, I think I'll look for a RPS13, and do a JDM S13 front end conversion on it.. maybe.
