my steering wheel used to be like that - just peel/cut the leather off the steering wheel, after your done it will be a solid grey, smooth rubber steering wheel. -O, and its FREE.

You should clean it. Give it a really good clay bar job and so on. This way you can find any problem areas and preserve the paint if it can be salvaged. Just my 2 cents.

Thats what im doing right now removing dent,sanding,painting the whole 9 yard

 

If you are sanding there is no need for clay bar. Clay bar is a bar that looks like a bar of soap that you drag over the car and it pulls crap up from your paint that would normally hurt it.

The frame is a 1997 mosh 4 brass 20.75 i have holly roller tire mounted on 48h odyssey hazard lite rims front and rear and odyssey harzard lite hub front and back with a 13t cassette
