Brake question for a friend

Okay, so I wake up at 11 this morning and find my buddy sent me a text. It said that his brakes locked up, and asked if it could be low on brake fluid. I told him no, that it sounds like a caliper seized up. He said that all 4 brakes were locked up. I'm thinking that it may be a messed up master cylinder... He's gonna make me give him a ride to school if we can't fix this fast... any ideas?
