search. I know stanbo posted about this.
Powdercoating them is best
For painting, sand them down and get them prepped. Lrylon paint is supposed to stick very well. Preparation is 90% of the process.

Take some KS-1 paint remover from Home Depot, pour it on, let it sit for about 20 minutes. Rinse the paint off with a hose. dry sand any imperfectons. paint with any outdoor paint made to work with metal. Good game... not complicated at all.
Notes: KS-1 burns flesh, and tires too - get those tires off before you do this.
I did it to my 95SE stocks... but my car is daily driven so they already have paint chips and some other blemishes...

The red scuff pad they are talking about is a competitor's product called ScotchBrite. You can get that at home depot.
Use painters blue masking tape to mask the rubber.
If you can get your rubber (tires) taken off the rims you will have a better time painting them.
If you cannot find aircraft remover there is another product available at Home Depot called "Peal Away". Apply that to your wheels and remove it and the paint the next day.
That stuff goes straight to the bare metal and it is an "encapsulant".
We use it at work before we cut or weld on structures that are painted. The age of the paint is unknown and not knowing what it is leads us to thinking it is Lead Paint.
Good luck. Be patient with the spray can because too much paint will lead to drips.

indeed they are, but is aircraft remover capable of eating through rubber as well? I know it can burn you too cause my friend wants to take the paint off his and I suggested aircraft remover but wasnt sure if he should take off his tires or not.
