HICAS light on?

is the hicas light on the dash of my 91 fastback supposed to be on all the time? it seems not to be working right, i was going straight the other day after a hard corner pulling onto a street into traffic and dropped second gear to, not trying to go sideways , and my car almost came the whole way around, then when i counter steered out it shot me the other way hard, then i countered out of that, not over correcting, then back the oter way too hard, then i was on the median and i hit a tree, ****ty for me. i am just wondering if my hicas isnt broken, this is not the first time this has happened to me, but it is the worst, even when trying to drift!

Um I dunno if its broken or not.. but sometimes lights on the dash are factory problems..like on some Toyotas the "engine check" light is always on... was just a defect.
