I pull E-Brake/they lock up/i let go/Brakes are still really tight?

I pull the e-brake to test it out because i was ajusting it and it took a bit to lock em up but then i released and then i can barely move. i have to restart the car to get it normal. the e brake cant be too tight or it wont even lock them up.

Does this happen when you apply the brakes normally? You could have have one of several issues.

Faulty or sticky rear caliper(s)
Sticky ebrake cable
To tight - could have crappy pads or a bad caliper as well to explain why no lock
