Need help with a rusted frame

Hey guys/girls

I've got a '93 240, and the frame right under the front seats are rusted (thanx to Canada's/Ottawa's winter weather) . I've got two options

1 - cut the frame and screw on some sheet metal & silicon it to the good part of the frame ($140 cdn)

2 - cut the frame and weld the sheet metal on ($450 cdn)

if anyone has encountered this problem (or knows someone that has) would you know if the first option is still a good option to go with?
