'Cheap' is definitely a relative term.
For equal 1/4 mile times, it will be cheaper in man other cars than a 240.
A 12 second Civic will likely cost you less than a 12 second 240.
A 10 second Civic will definitely cost less than a 10 second 240.
Hell, a fourth generation F-body (Camaro, Firebird) can run high 12's stock. I'd be shocked if you couldn't buy an early model, supercharge it and run into the 11's for ~8k.
Basically, if ET's areyour poison the 240 is not the best starting point for you. The further in to the project, the more you'll wish you had started with another car.

I'm not sure if the 240 isn't the cheaper car to build to go fast in. I know a guy that has a 10 second civic hatch and he's spent atleast 2 1/2 times more than the guy I know with the 12 second 240. Hell the 240 may run in the 11's but the guy is to scared to really get on it at the track.

The difference between 12 and 10 second ET's is HUGE. The cost difference between the two is huge as well. The stuff that was upgraded to get to 12 seconds has to be upgraded yet again with stronger parts to get to 10 seconds.

Suspension is essential in everything you do, daily driving, 1/4 or drifting or cornering. Suspension will help your tires grip and align better, go straight down the track, and give less so it has better response. For daily driving drive someone's car with suspension upgrades, you can corner so much tighter and feel the car much better. For drifting, suspension is the most important aspect.
Yes suspension is essential. For you? It won't help your track time noticeable, so save your money and spent it on taking care of the engine.

At 10 sec ET's you will need suspension work to maintain control and keep straight, but the geometry is totally different from what you will need to make a slower, but better handling car. My Accord couldn't go fast if you dropped it out of a plane, but it'll out handle plenty of German and American muscle.
The 240 is a better bang-for-the-buck all-rounder, fast and responsive, but not the best at both.
