wheel offset and size

What wheel size and offset would be best for a '93 S13? I don't do any serious racing. Just looking for something that will look nice and handle pretty good.
Could somebody explain this offset thing to me?... Does a lower offset mean that the wheel sticks out farther? I'd like mine to be about flush with the outside of the wheel well. What offset would achieve this with 17x7 rims? How about 17x7.5? And what size tires would I put on them?

For a 17X7 go for a 35+ to 40+ For a 7.5 go for a 17.75 32+ to 38+

As for tires...215 in the front and 225 in the rear...search around bro
