In short:
1 - very
2-4 - It depends on the motor year and condition. The stories you hear about 300+ hp ka's are the newer ka motors where there's less milage and wear. Natually, older motors are more suseptable to damage due to age and years of use. This is where you hear the lower hp ranges.
So what you heard was true, both of them, to an extent.
My opinion, though you didn't ask, is to rebuild your motor to handle more boost. This will (a) insure you have new parts and guarantee (if built properly) it will hold your specified power range (b) give you a better understanding of your car, what's done, how it works, etc. (c) find any problems you might not have been able to see if you just slapped a turbo on and ran it.

just depends on what you got if your running a safc or emanage or somthing with some 555cc injectors you can run around psi and get around 270whp give or take. i know you've been on ka-t.org but check out this one closer is on stock internals. http://www.ka-t.org/damien.htm
i have a ka-t and im running 10.5 psi on stock internals just fine. I do have an aftermarket fuel rail, a 255 fuel pump, apexi safc, and delphi injectors. The only reason im not upping the boost right now is because im leaking boost between the bov flange and turbo piping. After i JB weld it tomorrow, im upping the boost to 12.5 psi. The stock internals if tuned right can handle up to 400 horsepower, and with forged internals the ka24 can handle up to 650 or so horses.
if its possible to turbo a ka24det...
then why do people always swap in a sr instead of turboing the ka?
you have more displacement... which means its able to spool a bigger turbo.. and it has more torque... so whats up with that?

to the thread starter: whatever you've read, 10psi max is your safest bet with the stock internals KA... if you were to build the engine... than much much more boost could be run. But with the stock internals, 7psi as a daily and 10psi max is what i would do... upgrade injectors, exhaust, tune ecu, downpipe etc etc etc... and you'll make plenty of power
