boost problem

I just intsalled the Apexi AVC-R boost controller and went out for a run, At 1.00 boost with 55 duty which is 14psi's the guage will only read 10psi. I tried everything but it won't boost pass 10? any ideas. I really feel like it boost 14 but both Guages are reading 10psi.

Any boost leaks?? Are you running the boost gauge line and boost controller line at different spots?

If your BOV is set too soft it might bleed off some of your boost, but if your other hose is connected to the BOV(small one that attaches behind the throttle body, usually to map line) it should hold it shut until you shift.
