I believe he is talking about the AIV box that is on s13's. You can put a breather where the tube comes out of the box, or you can find a MAF adapter that will work with it, or you can remove the AIV all together.

The box right next to the ignition coil right?

jus get a cone filter, conected to your maf

i noticed its slightly better than the box

 

My filter is the K&N filtercharger kit or something like that and it has a spot for the hose to connect, I did have to get a longer hose (Lowes) for it to fit correctly though.

When I say put a breather on it, you will need to go to Pep boys or whatever is in your area, and it will look like a mini cone filter, get the right size and you should be good to go. I may be able to get a pic off of my friends car to explain it better.
