if a company is selling it its legall unless otherwise noted "usually" dont quote me, but setups that people make and sell usually arnt because of paperwork and emmesions, again dont quote me because in michigan i dont have do deal with that b/s. but either way no one will probably ever know and you can usually find a nice jdm motor for the price of the turbo kit alone! if you live in japan now find one and have it shipped over hell have a silvia shipped over. and then if you want sell it and double your money. i would defenatley (damn i cant spell today) take advantage of living over their though. hell if i give you the money will you ship me some coins and a good luck charm? lol.

just stuff alot of jdm parts in your luggage, and once your here sell them off, and you'l have enough (usually) for a legal turbo or a JDM engine

Last i heard Greddys kit wasnt street legal. It was sold as a "off road use only" kit. But its been a while since I looked into it.

Hmm, I feel for you guys in California. You guys have the probably the largest community of 240's and Skylines in the country (and the best shops- Autobacs ), yet the laws on modding cars are so restrictive. How do you guys survive?

Are the police still cracking down really hard in San Diego? I heard about the whole Drag-Net thing with them shutting down car shows and what not.

Glad it's not like that here in NC! We don't even have to worry whether stuff is street legal or emissions legal here cuz very few places have emissions testing and cops don't really bother you unless you are actually doing something wrong.
