power steering question

i recently got my car, a 1990 240SX SE wth a KA24DE swap, inspected and it failed. they said it was because the power steering wasn't hooked up. now i know i can go and probably get a sticker from someone but i dont wanna be doing that forever. is there a manual rack available for my car? what do i need to make the power steering work in it now? i'd really appreciate any help. thanks, aJ

What would power steering have to do with emissions? I call BS.

Don't they usually just look for the power steering fluid?
