car wont start need suggestions

basicaly i bought a 90 coupe for 600 bucks because the kid that had it said the motor was seized. but his story was he was just driving it down the street it started running rough and shut off? now when i went and picked it up it had a dead battery and the starter was shot. he said that he had all the gaskets and seals just replaced and a bunch of other new parts and it looked true and that when it shut off it still had plenty of oil. so i put a new battery in it and will have a new starter for it soon, but im just throwing it out thier to see if any one has heard of this happening or had it happen to them and just for suggestions. also if a motor seizes wont the wheels lock up? could he have blown it or seized with oil still being in it?

also, maybe you have some bad wires, if the start started smoking. i would also check to make sure that everything is properly connected wires, plugs, ect.
