Need Help on Starting

Ok I just bought another one, its a 89. It has some problems, the main one being that i cant get it started. Supposedly it has new plugs and wires. I charged the battery and tested it (it put out 12.3 volts) . I went to start it and it clicks once and then thats it....So what do you guys think? Is this symtoms of a starter or what?

battery, even with the charger hooked up to it it still wouldnt work, used a friends and it worked so i bought a new one.

make sure your alternator works and that's not what caused your battery to go bad. my car had some electrical issues wound up being a relay though. my battery would drain in a matter of hours.
