dude they are a good place i hear but iv never went there what they charge for a welder? cause i have 2 of them within 50 miles of me

Okay, heed my words. Harbor Freight has welders. Last time I was there they had an arc welder for under 100 bucks. It probably works as advertised. However, some cheap button or dial is going to break on it and you will have to return it 6 times before you get one where the ****ty little switch or dial or clip or what-have-you doesnt break on you. Zipties are to cars as Harbor Freight is to tools. It will get the job done. It's cheap. How well it gets the job done is up for debate. My dad buys tools from them all the time, so I have had my fair share of experience with Harbor Freight.

I used a cutting torch..

I would recommend the hole-saw method.

I don't have any more pics from this point, but what I did next was used a file to smooth the edges. Then used 1/2 inch loom to line the hole with. The diagram below may also help.
