0 offset is center. If the hub mount go towards the outside of the wheel (The part you see when they are on the car) its positive, If the hub mount goes to the inside (towards the strut housing) its negative. So you measure from the center.

The 9j +35 is for the rear. The rear sinks in twice as much as the front. a 9j +48 or +50 will sit even with the fender in the front, BUT won't clear coilovers because they will sink in 48mm. I'm getting my info from a offset calculator from the Nico forums.
Catharsis, your statements are true, regarding the rear, but the front with a 8j+25 will extend ~40mm. I only need 20-25mm to sit flush.
