well, I havent read the whole article yet, but from what I have gathered so far they are trying to update the CA smog inspections by installing "smog cameras"

I guess somehow they detect the contents of your exhaust, and if it's too dirty then it takes a picture and you get a ticket in the mail, like red light, or speeding cameras that they have in effect in some places.

well here's the link, sounds crazy to me, I dont think it would work, but if they are trying to get rid of the CARB eo numbers i think it could be a step in the right direction,

They should just get rid of the E.O. numbers and pass you if you pass the sniffer.
